  • 13 Oct 2021 in Senate: Madam Temporary Speaker, thank you. You have got to trust Sen. (Prof.) Kindiki. He knows his way around here having been the Senate Majority Leader. In fact, I was surprised when he talked about lucrative Committees. When he was assigning Committees, he knew where to place people. view
  • 13 Oct 2021 in Senate: Madam Temporary Speaker, when he is sitting at the backbench, it is very easy for him to make that statement. I was just saying he was at some point sitting where Sen. Farhiya sits and he knows what was going on around here. I rise to support in a short time to say this. I came across this principle called having assets un-proportionate to your known source of income when I was in university. This law is old. Countries have done this before. If you read a book by Mahathir “From Third World to First”, he has a topic called ... view

  • 13 Oct 2021 in Senate: Governors are known for building hotels. I am not sure maybe Sen. Farhiya you can tell me. You are the auditor. The obsession with hotels, what is it? There must be something that is happening about hotels. Every governor who has stolen has a hotel somewhere. Those hotels are in counties other than theirs. It is a very clever way of hiding assets. Madam Temporary Speaker, while Sen. (Prof.) Kindiki professes that your Bill is going to end up nowhere, it is because the people who have stolen are going to fight you left, right, centre, north, and south. They ... view
  • 12 Oct 2021 in Senate: Thank you, Mr. Temporary Speaker, Sir, for the opportunity. It is a sad situation that a Kenyan who is 18 years cannot get an identification card without identifying their mother or father, yet at birth, the mother and father were known. We live in a country where getting a birth certificate, an identification card and a death certificate is a problem. Everything you need to get to identify you as Kenyan is a problem. According to the Constitution, life begins at conception and you become a Kenyan at birth. Ideally, you should get your birth certificate immediately you are born. ... view
  • 12 Oct 2021 in Senate: Madam Deputy Speaker, I am not sure whether there was an amendment on the Registration of Persons Act. I can recall there was and I also made an attempt to have birth certificates issued for free to all children born in Kenya. It should be made available for free but the mothers of Makueni pay Kshs150 for every birth certificate. By the time a child is in Class Four or Eight, they do not have a birth certificate, hence the problem is transferred up to the time they are 18. view
  • 12 Oct 2021 in Senate: The Senator for Bomet mentioned this. If the identity of a child is known while they are in school, by the time they turn 18, it ought to be automatic and the school should submit the name of that child to the Registrar of Persons. It is because the child’s mother and father are known while they are still in school. view
  • 12 Oct 2021 in Senate: It is unfortunate that we are lamenting again as legislators just like everybody else but what is the solution? We should encourage the Government to look for those solutions. However, it will also surprise you. view
  • 12 Oct 2021 in Senate: I hope this Statement will be referred to the Committee on Justice, Legal Affairs and Human Rights but my Chair has left. The biometrics of Kenyans since 1963 are available at the Directorate of Criminal Investigations (DCI) offices. Why do they take biometrics for elections and identification cards if the information is readily available? It is just an avenue for Government functionaries to procure. It is an avenue, just like Huduma Namba, to get somebody a contract for nothing. It is like the contract for view
