begin making money because sources of revenue for counties have reduced. We are taxing the wrong people; we are leaving out the people who have the ability to pay taxes from paying money to counties. Mr. Speaker, Sir, the national Government must begin to pay for the property they hold in Nairobi.

Mr. Speaker, Sir, before the advent of the new Constitution, the Government of Kenya used to pay taxes for the buildings they own in the City County of Nairobi. Why have they stopped paying for them? Why are we not asking these questions? I was hoping that the Senator for City County of Nairobi, who was here just a few minutes ago, would support me on this issue. However, we must begin to raise these concerns, together with this one, because that is the only way we are going to support counties to make revenue and become independent. Therefore, Sen. ...

Mr. Deputy Speaker, Sir, of equal importance is the fact that Kshs13 million was spent to go and find out what kind of food we should have. So, what Sen. Cherargei is saying is correct; that what we are doing here is very important, and we should not glorify food. I think we should disassociate ourselves from that argument because it is as if all of us went to England to look for a menu.

Thank you, Mr. Temporary Speaker, Sir. I rise to second the Bill, the Land Value Index Laws (Amendment) Bill (National Assembly Bills No. 3 of 2018). I hope that I can rush through the proposals as quickly as I can. I had an experience of land acquisition in Makueni for the Standard Gauge Railway (SGR),

Mr. Temporary Speaker, Sir, in the compulsory acquisition of land for the Standard Gauge Railway (SGR), schools and public bodies were not compensated. What they did in the case of schools is that the schools were rebuilt on alternative pieces of land acquired. It should be compulsory that if it is a school, it should be relocated instead of giving them money. What happened is that boards of management and head teachers of some of the schools in Makueni County started making profit out of that but we pushed for allocation of alternative pieces of land. If it is a ...

Rightly so, we have not been able to carry practical whips. Therefore, we have not been able to get people into the House although we have informed them to prosecute their business including the Divisions that we have postponed twice. Thank you, Mr. ...

Thank you, Mr. Deputy Speaker, Sir. I want to disclose from the beginning that I seconded this Bill during the last Session. I want to support Sen. Murkomen by asserting that sometimes it feels as if some of the work we do is not appreciated. In fact, when we passed this Bill, county assemblies like Makueni, for example, had no framework for petitions and methods of how people could approach county assemblies. This is because Makueni, at the time, had a problem. Therefore, this was a platform for ordinary citizens everywhere in the country to find a method to petition ...

The result is that Sen. Sang is now the Governor and Sen. Cherargei is now a Senator. All this because of finding a platform to challenge governors. I said this yesterday; that it is amazing that a governor is alleged to be having Ksh2.5 billion in his account. That county, for the last six or seven years, has been in existence, has never filed a petition even on paper; nothing! Something is wrong. I am sure that if we gave the opportunity to Members of Migori County and other counties to challenge their governors through this platform the way we ...
