Madam Temporary Speaker, other than the Committee on Energy, would I be in order to ask that this matter also be handled by the Committee on Lands, Environment and Natural Resources because there are environmental issues that are outside the Committee on Energy?

Lastly, I would like to suggest the following. In the case of the Environmental Management and Coordination Act, you are aware that we made recommendation in the Solai Dam Tragedy Report that a certain deposit be made by people who conduct dangerous work like the KPC. Those regulations need to be passed because if they were in place, a bond of in excess of Kshs5 billion would be available for victims of Thange, Solai, the recent oil spillage in Kisumu and Sachangwan, so that the money is readily available.

Madam Temporary Speaker, I suggest that you direct it to two committees. I am willing to assist them with the information I have which I have collected from the KPC. This is a very serious environmental issue. I would like to thank the young man because money did not go to waste.

Thank you very much, Madam Temporary Speaker. I rise to second the Motion to adopt the Report of the Procedure and Rules Committee on the Review of the Standing Orders. The Statements under Standing Orders 46(a)-(f) and 47 and the portion of the Committee recommendations are very straight forward. It answers the questions that we have all had about the question of Statements. The sort of lack of interest by Chairpersons in the Plenary has been caused by the fact that they do not know how to answer questions. Madam Temporary Speaker, I was not planning to say anything but I thought the record must reflect some of the things that we have done. During this period, we managed to get a Fund that will enable Senators do their work in terms of oversight. I that will be put to effect quickly so that the money we distribute to counties every year is put to good use. That will ensure that Senators are felt at the county level. Mr. Speaker, Sir, unless otherwise, the Movers of this Motion, and Sen. Wetangula is here---. I thought you were taking a bipartisan position on this matter, to the extent, therefore, that the question of majority and minority would not apply. Unless it is different and there are party positions in the matter which you have not informed us, then what Sen. Murkomen says applies; that we should have majority and minority. Mr. Speaker, Sir, It important, but since you have put the question, can we express our displeasure or otherwise.
