  • 17 May 2018 in Senate: Mr. Speaker, Sir, on the Statement raised by Sen. Sakaja on Standing Order No. 46(2)(a) - “A matter of general topical concern” - I am not quite certain whether that statement was supposed to be noted without any action. I would propose that you offer some direction. It would look weird that Sen. Sakaja can come to the Floor of the House, issue a statement, we thump our feet and that is the end of the matter without any point of action. Am I in order to propose that you offer some direction to at least two Committees to quickly ... view

  • 17 May 2018 in Senate: Mr. Speaker, Sir, although this should have been done by the Chair, however, in my capacity as the Senate Minority Whip, we are trying to whip as many Members as possible. I request if you could stand down this Order for another few minutes as we try and get the numbers. The Senate Committee on Finance and Budget had instructed the whips to ensure that we vote today. view
  • 17 May 2018 in Senate: Mr. Speaker, Sir, I rise to second the Motion to adjourn the Senate for a week to enable Senators attend the Legislative Summit. I need not belabour the reasons to do so. There are three fundamental issues that will come into play at the Legislative Summit. First, we are adjourning at a time when there is a Bill in the Senate on the Ward Equalisation Fund. A report has been tabled. It is important that this Senate, together with the Committee on Finance and Budget discuss in detail this issue so that by the time we are deliberating and voting ... view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, I rise to second this Motion for the nomination and subsequent appointment of my good neighbour, Sen. Pareno to the Speaker’s Panel and dissuade the majority leader from trying to woo her using those methods. He should be a little more magnanimous about the wooing. She is “unwooable”, if such word exists. Mr. Deputy Speaker, Sir, I will be brief. It is a privilege to serve in the Speaker’s Panel and to serve as the Speaker. You are our judges. We have bestowed on you the responsibility of guiding. From the experience of Sen. Judith Pareno, ... view

  • 16 May 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to support the Bill. Allow me to mention a few issues that were not captured by my vice- chairperson. On Clause 10, I want to disclose that the Bill follows the basis of division of revenue. This is the last time we are dividing revenue on this formula. We will have to devise another formula for purposes of the Division of Revenue Bill 2019/2020. There is tremendous improvement on Clause 6 on budgets of recurrent ceilings for purposes of county governments and county assemblies. There are six counties that would not benefit ... view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, I am sorry. I think I was looking at Sen. Pareno. That, CPAIC assist us in finding out how we can interrogate the expenditure.
