  • 20 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. Allow me to join you in welcoming the House of Chiefs from Botswana. I would like to learn what they do in Botswana. They are possibly a group of elders who mediate, which is part of the things that we are incorporating in all the laws that we are making. You will note that I did the same in the County Boundaries Bill. We do not need to re-emphasize the culture and profile the Maasais have given to this country all over the world. Last but not least, I welcome Inyokoni Secondary School from Kaiti. ... view
  • 20 Mar 2018 in Senate: .: Thank you, Madam Temporary Speaker. I rise to support the County Governments (Amendment) Bill (Senate Bills No.11 of 2017) sponsored by the Senate Majority Leader. Although we have amended the County Governments Act several times, it has been a learning lesson, particularly, where there are gaps. For example, I have a Bill to resolve the question of dissolution of counties. Like in the case of Makueni County, the report was submitted to His Excellency the President. Although public funds were used, there are several lessons which would have benefitted the country if it had come to the Senate. So, ... view
  • 20 Mar 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I beg to move that the National Flag, Emblems and Names (Amendment) Bill (Senate Bills No. 8 of 2017) be now Read a Second Time. Mr. Deputy Speaker, Sir, from the outset, I have done some tremendous research in order to come up with this Bill in terms of the proposal, which is going to change the way we do things in this country. My research has shown that the flag of Kenya has been treated like a privilege. It has become a status symbol and it has been left to the few. That ... view

  • 20 Mar 2018 in Senate: I have just said that if you read the things that I have been reading, you will realize that we made mistakes in this country. I have been waiting for this opportunity to say that Kenya is greater than all of us. I will get in trouble with many people but it does not matter. view

  • 15 Mar 2018 in Senate: Mr. Speaker, Sir, I wanted to mention that in making some of the recommendations, we acknowledged these issues. First, I am the one who brought the Motion here for the National Commission (NLC) to bring the Bill on land injustices. However, instead of doing that, they sneaked in a small amendment to the Land Act. The regulations on how to handle historical injustices are now in place. We, therefore, considered the Report of the Truth, Justice and Reconciliation Commission (TJRC). However, since there is a process that is required to be followed under the regulations, it was, in our wisdom, ... view

  • 13 Mar 2018 in Senate: Mr. Speaker, Sir, on a point of order. Sen. Khaniri is not present and therefore I could guide the House on the issue of the Standing Orders. The correct procedure is that the responses to the Statements must be provided to the Members in advance so that they can interrogate them. Some of the responses have been delivered to my office and there is no reason why Sen. Olekina has not been given his response. So, we need proper direction and guidance from you would be necessary at this point. The electronic version of the Senate Hansard Report is for ... view
