Sang but to baptize it in a different way is, in my view, to what we call in law to approbate and reprobate. In simple terms, it means to blow hot and cold. I am surprised that it has not been resolved because the amounts that we are talking about are in excess of Kshs10 billion. I agree with Sen. (Dr.) Khalwale that the matter of unbanked money does not only affect Nairobi City County. It is everywhere. It is in fact one of the issues that was before us in the Gov. Gachagua Petition. As the Vice Chairperson of the Committee on Information and Communication, I had the priviledge of spending time with Boy Juma Boy during our last trip to Tokyo, Japan, together with Sen. Therefore, it is possible that in the delimitation of a ward, you will affect the boundary of a county. This gentleman and good Senator from Elgeyo Marakwet County should read this backwards, forwards and conjunctively. He should not read it selectively. That is the end of my education to Sen.
