If there was a summary jurisdiction of the Speaker, we would have dismissed this Petition. What this person is asking is extremely dangerous. The Chapter on the Bill of Rights is protected under Article 255 of the Constitution. The Secretariat should have told this good gentleman, at the first instance, that he cannot amend Chapter Four of the Bill of Rights without a referendum. The principle under fair trial, a fundamental right is a clause in the Constitution, which is not encumbered, it has no exception.
