Mr. Temporary Speaker, Sir, unfortunately the response given is grossly inadequate on the questions and queries on the persons who are polluting the water which covers 190 kilometres in Makueni alone. On the questions of the persons who are helping the community called WARMA; I have had meetings with these associations in Makueni and they do not have a coin to run an office. Mr. Temporary Speaker, Sir, the first question is on the persons who are polluting the water. From the answer, the Cabinet Secretary through the Chairman says that the persons who are remitting effluence into Athi River are not in Makueni. This answer does not specify where they are, who they are, what action has been taken and so on.

Musila requested for the list, it was advanced to him and after the list was advanced to him, it was discovered in the interrogation of that list that there are non-existent or dead persons on that list who are purportedly receiving funds. .: Mr. Speaker, Sir, before we broke for lunch, I was saying that I witnessed a very sad episode when the Senate Majority Leader was given a dress down by His Excellency the President regarding the reduction of the funds to these bodies. This begs the question whether or not, whilst the President was saying that the Members of Parliament are quarreling while people need services, he understood the concept that the capital allocation to the Judiciary is supposed to serve Kenyans; that the allocation to Integrated Financial Management Information System (IFMIS) is supposed to ensure that Kenyans receive financial ...
