It is very difficult not to admire Sen. Orengo when he says that we should think about ourselves first. Most important is to use this opportunity because the Committee on Legal Affairs and Human Rights is doing this comprehensively. When we went to the Parliament of the Republic of India, we were searched five times before reaching the public gallery. But even then, there were CCTV cameras everywhere where they could see us. They even warned us not to cross our legs because we would be captured on CCTV. Mr. Speaker, Sir, the fact that somebody can be served with an order means that if somebody wanted to harm Sen. This, therefore, presents a tragic situation that when a county like mine is facing all sorts of issues, including allegations of misappropriations all over the place, we do not have a method of dealing with the issue. The Committee on Finance, Commerce and Budget is conducting a public hearing tomorrow morning on this Bill. I was just wondering whether we are in order to proceed to the Second Reading before we get the views and before the Committee gives its report. In my capacity as a Member of the Legal Affairs and Human Rights Commission, I would like to report to this House that we conducted a public hearing on this particular amendment. The public were very concerned about this amendment, particularly on whether or not this is a matter that concerns counties and whether it was in our jurisdiction. The reports appearing in the press suggest that the Senate picked Kshs7 billion from the air without justification. Maybe, it will be appropriate that you tell this House, through a communication, whether the HANSARD of the proceedings, both at the Committee on Finance, Commerce and Budget level and in the Floor of the House, were communicated to the Chairman of the Committee on Finance, Commerce and Budget of the National Assembly.
