You wonder why you bought such a wheelbarrow but not any other time so that this country progresses and becomes sufficient. The State of Bavaria gives part of its revenue to other states in Germany. Therefore, Narok County ought to be in a position to lend money to Makueni County because it has resources in dollars that can help the country. That is what Germany does. That is the economic model that we need where we promote counties and not create dependence. We do not want to get a Government that will sit somewhere in Nairobi and give the Senator ...

Madam Deputy Speaker, we will not mince our words. This Report is terrible. The Committee, as Sen. Kinyua has mentioned, says Ewaso Ng’iro North Development Authority (ENNDA) must not be micromanaged. The minute you made that conclusion, you compromised yourselves completely. Madam Deputy Speaker, would you be surprised that the National Treasury allocated this entity Kshs406 million this financial year? We are aware of this. The 56 people who were fired in 2020 were fired during Coronavirus (COVID-19) pandemic. If you look at the list of the fired people, it presupposes that there is somebody in that institution who is keen on hiring their kin. It is not for nothing that they have fired people from all over the country. They have replaced them with people of their tribe.

On the reinstatement table, we would then check what discretion they used and see whether there was injustice or discrimination on the eight.

Why do you not listen! As a Senate, our work is to pass recommendations. When you table a report, it is the recommendations that are actioned. We are simply saying that there are no recommendations on that Table. It is not that we do not know, do not mislead the House.
