  • 28 Jul 2021 in Senate: ‘Senator scoop’ is very excited about that Bill. There was a Bill called the Castration Bill in Taita Taveta County. At that time, that was their intention. The framework of what Sen. Were is proposing will enable us--- Mr. Speaker, Sir, through you, I ask the Clerk to have a desk that has the county legislations. We should know what sort of legislations the County of Bungoma, for view

  • 28 Jul 2021 in Senate: example, has passed. It should be accessible here in the Senate either through our tablets or in hard copy form in the library. We should know the laws that Isiolo has published so that we can access them in the event that something arises and we need to check. Every time we impeach a governor, we have to check for the Standing Orders of the county assembly, like for Kiambu County when we impeached Gov. Waititu. We looked for them, but could not find them. There is no reason why we should not have the respective Standing Orders of every ... view
  • 28 Jul 2021 in Senate: Thank you, Mr. Temporary Speaker, Sir. Mine will be brief because my good chairman has spoken on behalf of the Committee where we sit. This is basically innocuous amendment on an omission to the Bill on vacancies that occur in the commission. At some point, the chairman will lead us to a discussion as to whether we still need this commission. I am not sure whether it has served its purpose in so far as the wage bill is concerned. So, the discussion should be done at the earliest opportunity. I am little disappointed that when we had the opportunity ... view
  • 27 Jul 2021 in Senate: Thank you, Mr. Speaker, Sir. I was in the process of seconding this Bill. Allow me again to reiterate that this is possibly one of the most important things that we should do as a country. Allow me to say at the onset that the national Government has not taken the opportunity to exploit the talents of our young population and the people who have graduated from the university who are the greatest beneficiaries of innovation. If there was an agenda that the Jubilee Government should have taken into consideration other than the four, one of them should have been ... view
  • 27 Jul 2021 in Senate: Mr. Speaker, Sir, Sen. Sakaja and I were offered a platform at Konza City to bring young people to do innovation. It would surprise you that out of 40 students who were given the opportunity and trained to innovate, these young people from Machakos, Kajiado, Makueni, and Nairobi Counties were able in two days to create a compass and a thermometer on a laptop. In the case of the young people from Makueni County, it was the first time they were interacting with a laptop. In two days, they were able to create that. In two days, they were also ... view
  • 27 Jul 2021 in Senate: Mr. Speaker, Sir, you recall I mentioned this when I was seconding. I was with you when the lady from United Arab Emirate (UAE) Government said that out of a platform of 140 startups, they were able to get only four Kenyan companies. The reason is that our Government has not assisted young people. I think we should revisit that issue alongside what Sen. Sakaja is doing. We tasked you to help us with the Dubai Expo 2021. The UAE Government has built a pavilion for us in the new city in Dubai. We should help these start-up companies view

  • 27 Jul 2021 in Senate: Mr. Speaker, Sir, I challenge you to get these people who are doing the Dubai Expo 2021 because they are asleep. We do not want them to take kikois and kiondos, or the usual tea and coffee. These start-ups are the only way to help these young people in various universities to be in a position to do things that would help them in future. view
