What is before the House is the Constitution of Kenya (Amendment) Bill. However, in my view, the hon. Member is already trying to create doubts and fears in the minds of other hon. Members and the citizenry about the Bill itself. He is not remembering that a Constitutional Bill on the Floor is not amendable. I use that word knowing that you might rule that it is unparliamentary, but we are demonstrating the same selfishness that politicians in Kenya, since Independence have been identified with. Why do I say that? We came here after the National Accord was signed on 28th February, 2008. We caused a constitutional amendment to create offices for the Prime Minister and two deputies.
