21 Jun 2012 in National Assembly:
Mr. Speaker, Sir, again, I want to thank the Member for Rongai, who is also my Member of Parliament, for raising that issue, because it is a matter that is also a concern to the Ministry. It is not just the DEOs who require motor vehicles, but we also need motor vehicles for the recently deployed County Education Directors. Right now, in the Estimates, this House will be aware that we have been assigned some money that may enable us to buy a number of vehicles, but it is not enough. Therefore, we are in the process of doing mapping ...

21 Jun 2012 in National Assembly:
No, Mr. Speaker, Sir. I would never dare mislead the House. The fact of the matter is that we are aware of these demands, but since the House, in the Budget process, did not allocate us sufficient money to give each and every DEO a vehicle throughout the country, that is the meaning of mapping, so that we can find a method of prioritizing, because we cannot buy vehicles for everyone. The money allocated could only buy so many and no more.

21 Jun 2012 in National Assembly:
Thank you, Mr. Chairman, Sir. I support this amendment. In fact, it does not go far enough. We seem to forget that in future elections, we will have runoffs. That is a very critical period of time. Since it is a small window of 30 days during a runoff, a country like France, for example, has very severe restrictions as to how much air time you give. Hon. Abdikadir, I agree with you entirely that we should not look at private property as the broadcasting equipment because airwaves belong to Kenyans. I think that during this window of 21 days ...

21 Jun 2012 in National Assembly:
Thank you very, Mr. Speaker, Sir. The fact of the matter is that I am grappling with this situation. I wish I could find a quick solution so that we give our District Education Officers vehicles. I agree that a repair cost of Kshs747,000 seems to be on the high side but if the hon. Member heard what I read, he will find that the answer says that we have to overhaul the engine but the cost for the rest of the body is not so much. Therefore, by using the procurement method, we will determine whether it is cheaper ...

21 Jun 2012 in National Assembly:
“Education is a great engine of personal development. It is through education that the daughter of a peasant can become a doctor; a son of a mine worker can become the head of a mine; that a child of farm workers can become the President of a great nation. It is what we make out of what we have, not what we are given that separates one person from another.”

21 Jun 2012 in National Assembly:
“The divide between the rich and the poor, the privileged and the deprived, the powerful and the marginalized has become marked primarily by a differentiation in access to knowledge and information. Those who have access to cutting edge knowledge hold the advantage in all arenas of social, political and economic life.” Again, the former President of South Africa, Nelson Mandela, was addressing the 26th International Conference on improving university teaching in Johannesburg University in South Africa in July, 2001.
