For the first time again, this country will have a law where you are not guessing what are public purposes. You find that at page 188 of the Bill. It is clearly defined that “public purposes” means purposes for transportation including roads. You see the word “including” meaning that it is not exhaustive. If you look at Clause 29, you begin to realize just how fundamental this Bill is. It is at page 204 of the Bill.
