  • 3 Nov 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. History is being made tonight. This is the first time in the history of this beautiful country that Parliament is approving electoral commissioners. If we were in a rally, I would ask the Members to clap for themselves and the rest of the country. I welcome this report. I want to assure the country and the House that my Ministry will work with this Commission to make sure that next year’s elections are held to the acclaim of the entire world. It will be an election that will be beyond reproach. I want to ... view

  • 26 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank you for this very unique opportunity to respond to this historic Motion. It is historic and I want to thank the Committee because unknown to the country, Article 41 of the Constitution has now made the right to fair labour practices a constitutional and human right. I notice that many people still think that this is a matter that should be restricted either to the Ministry of Labour or Minister of Local Government. I want to suggest to the Committee that when something like this happens again, my Ministry should be called upon ... view
  • 26 Oct 2011 in National Assembly: Yes. Thank you, Mr. Temporary Deputy Speaker, Sir. It reads: “Every person has a right to fair labour practices.” There is nothing worse than putting somebody on a payroll and, first of all, you do not give him a letter of appointment. There is nothing worse than that. There is nothing that can contradict this Constitution more tremendously than to put somebody on a so-called payroll for five years and you pay him monthly. There is nothing that can be as unfair as when the Minister for Local Government raises the issue, you terminate their services callously without paying them ... view
  • 26 Oct 2011 in National Assembly: That is exactly what I am saying. Mr. Temporary Deputy Speaker, Sir, I do not think that by the country creating Article 157 for a Director of Public Prosecutions was in idleness. I think it was intended view
  • 26 Oct 2011 in National Assembly: It should go directly to the DPP! Thank you. view
  • 26 Aug 2011 in National Assembly: But I accept! view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 31 be amended – (a) by deleting Subclause (1) and substituting therefor the following new clause – (1) A political party may appoint one agent for its candidates at each polling station”, (b) In Subclause (3) by deleting the word “shall” and substituting therefor the word ‘may”. The reason is quite clear. We were unhappy and hon. Members criticized the original formulation so that a political party may nominate an agent at a polling station. view
  • 26 Aug 2011 in National Assembly: We are just making it user-friendly. view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I proposed all of it to be acceptable to the House. That is because in (b), we are only saying that we change “shall” to “may” to make it, again, user friendly. view
