I propose that we amend the title, where it says: âAnd shall come into operation on the date of assentâ. We should delete the words âon the date of assentâ and substitute with the words, âtwo days after gazettmentâ. The reason for this is that Article 116 of the Constitution requires gazettment and if we leave it the way it is, it will lead to further delay of 14 days while awaiting that assent. So, that is my proposal.
