  • 16 Feb 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I also rise to seek guidance from the Chair. As you know, this issue is of grave importance to the nation. Already, this issue has taken a partisan dimension. view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, the issue on the discussion of the nominations--- view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, that is what I am saying. Allow me one minute. When the Speaker ruled yesterday, he was very clear that this report be tabled in any form. The clarification I am seeking is what he really meant by those words “in any form”. I would like to know whether this means that he can even receive the report in his own office or otherwise. Mr. Deputy Speaker, Sir, we would like clarification on this issue because we do not know when this report was completed or whether there is intention to delay debate on it. Now ... view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, let me join my colleagues in thanking you for your wisdom in mid-wifing this process. You have given us a breather. When we were young boys, our parents used to leave us in the house so that we could make sure that when the traditional githeri is put on fire, we are able to control the fire so that in the evening, we can have something to eat. Whenever a lot of fire was burning, if you did not remove the reed, then the same pot would over- flow, the food would pour out and, therefore, there ... view
  • 25 Nov 2010 in National Assembly: Mr. Speaker, Sir, I stand to support. First of all, the qualifications of these people are unquestionable. I do not want to argue about regional balance because, at the end of the day, we are looking at Kenya where, one day, a committee will be constituted from one village and the same clan. Since they will be competent and we will be thinking of them as Kenyans, we shall accept them as Kenyans. The Constitution that we passed is very clear on the issue of regions. However, we are no longer dealing with regions but with counties. We have 47 ... view
  • 17 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Once again, I would like to seek your guidance. If you look at Article No.27 of the new Constitution, Schedule 6(27)(b) the IIBRC shall determine the boundaries of constituencies and wards using the criteria mentioned in this Constitution. Mr. Speaker, Sir, if you look at Article 89 of the Constitution, it is very clear that their mandate was to review the number of wards and their boundaries. I am privy to the information tabled here. However, I am wondering whether the gazettement was for the number of constituencies and the boundaries. The ... view
  • 26 Oct 2010 in National Assembly: Mr. Speaker, Sir, I rise to oppose this amendment for only two reasons. One, it is not the hon. Minister who is being accused. We are investigating the whole Ministry. If we stand here today and start expunging some paragraphs of the Report and leave others, it would mean then that this Committee was doing all this work to investigate one individual. view
  • 26 Oct 2010 in National Assembly: Mr. Speaker, Sir, secondly, we have always been faced with situations where we always sacrifice the “small fish” and let the “big fish” get away scot-free. We are talking about expunging Section 76 that only deals with the Minister, while we leave Paragraph 77 that deals with the civil servants, for them to be roasted. It is very unfortunate that the Minister who is supposed to defend public servants, hon. Otieno, has stood here to defend only his colleague in the House. Those who do not have a voice must also be defended. If this Parliament today is not going ... view
  • 26 Oct 2010 in National Assembly: Mr. Speaker, Sir, we are in a new constitutional dispensation where the chapter on integrity must be respected. For the first time, we must take full responsibility. We cannot run away from the fact that we are given Ministries so that we can supervise them. We even have our overall supervisor, who is the Prime Minister. If, today, even the Prime Minister who is supposed to supervise other Ministries, would run away and say; “I am not involved, just sacrifice the Minister, that cannot stand today. Mr. Speaker, Sir, if we are expunging any paragraph of this Report, then we ... view
  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. view
