  • 11 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, I am one of the best persons suited to understand these problems because I also come from a semi-arid area. I know the problems the hon. Member is experiencing. I cannot undertake right now because we are going through budgetary allocations for the Financial Year 2009/2010. After the proposed Budget is passed, we can be able to know how many more dams we can construct or whether we shall have enough money to do so. However, hon. Members must appreciate that the budget allocated to the Ministry of Water and Irrigation cannot be enough to deal ... view
  • 11 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, this is a community project. We are also trying to fund it. What we do is to try and see whether we can allocate more money in the coming financial year. As I have said, I do not know how much the Ministry has been allocated. view
  • 11 Feb 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. It has been the tradition of this House that whenever an hon. Member is absent, and Chair is not aware of his whereabouts, his Question is dropped. You will agree with me. I came here at exactly 9.00 a.m. I have been seated here waiting patiently as the Assistant Minister for Water and Irrigation. I have been here for the last two hours. However, the hon. Member for Embakasi Constituency, who can even walk to Parliament in case there was a traffic jam in the morning, has not arrived. view
  • 11 Feb 2009 in National Assembly: So, I request that, going by the tradition of the House, this Question be dropped. view
  • 10 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, I stand to support this Motion. I was a Member of this Committee and we burnt midnight oil to make sure that we came up with the nine names consisting of both local and international experts. We agreed. As usual, people disagree to agree, but at the end of the day, we came up with issues that we all support as Members of the Committee. view
  • 10 Feb 2009 in National Assembly: It is important for Kenyans to know where we have come from. This is because we have failed in this mission because of our own selfish interests. We failed to remind Kenyans of our history. That is Fe bruary 10, 2009 PARLIAMENTAR Y DEBATES view
  • 10 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, what I meant is simple. Now you can imagine the young turks like hon. Ngilu, hon. Karua and the rest being considered threatened by the "young". Even me personally, I am getting aged because in this Parliament, we have Members who are 28 years. I am now 39 years old. You can see what I mean. But to get to the point - because this is a very serious issue - we must address these issues as young men, nationalists and Kenyans. We must make sure that we make a difference for the first time. view
  • 10 Feb 2009 in National Assembly: The only thing we can do for this country and for posterity, so that we can be remembered by generations to come--- I will do it not for my own self, but for my legacy. I will do it for this country. I will do it from my heart. I will sacrifice to make sure that in the years to come, this country will no longer be a third generation in terms of legislation. When you talk about issues that can affect this country, we must know that we have a country to live in. view
