The procedures of this House are very clear that he demands for a substantiation, which I have said I can substantiate. They should, at least, give incentives to those homes by giving them free power connections so that they can take care of those transformers. (a) I am aware that some sections of Karatina Town are served by sewers which are aged and small in size and, sometimes, they get blocked due to increased sewer flow. That has, however, not resulted in sewage overflowing into Kirigo River as the blockages are dealt with immediately they occur. (b) My Ministry has been undertaking rehabilitation works aimed at improving the performance of the sewerage system for Karatina Town.   • 9 Jul 2008 in National Assembly: Yes, Mr. Deputy Speaker, Sir. The truth of the matter is that the sewer line is aged. It is overloaded due to population growth. This area covers Muthua, the slaughterhouse, Mathaithi and Gathungu. It is an area I know very well. We are investigating whether this sewer is overflowing because of the seepage, especially due to the heavy rains, and when there is a power blackout. However, we have allocated some funds to the District Water Officer.
