It is true that Mr. Lawrence Keitany, ex-service number 3636, was an employee of the Kenya Power and Lighting Company, who retired from the company's service as Deputy Managing Director with effect from 1st June, 2001. As per the Trust Deed and Rules prevailing at the time he retired, he was paid a lumpsum of Kshs540,000 (taxable) and a monthly pension of Kshs135,303. Mr. Deputy Speaker, Sir, I have said clearly that this is a French Government funded project. Therefore, it is a turnkey project. All that he can ask is how much all those projects are going to cost. I do not have the breakdown of how much each project in particular area is costing. It will be done, if so required. Mr. Speaker, Sir, I beg to reply. Implementation of Rural Electrification Projects (REPs) under Phase II of the French Government Loan Funded Project has already started in Nyanza Province. Gangu, Kanyaboli, Harambee and Obambo in Alego Usonga Constituency are among those earmarked for implementation. It is anticipated that the said schemes would be completed by February, 2008.

Mr. Speaker, Sir, this is a funded project. It is also a turnkey project and very different from the R and T that is being performed by local contractors, or those ones that are being done by the KPLC. So, for this particular project, they are installing and supplying the materials. Therefore, there will be no shortage of materials.
