Electral Works Company to supply, instal and commission 2x500 KVA generator sets in Mandera Power Station on 18th October, 2004. The work was to be executed within four months. The non-functioning of the Deutz Machines installed is technical, and not that the machines 4264 PARLIAMENTARY DEBATES December 7, 2006 were intended for motor vehicles. The main reason is that the generator's control panels and other associated electronic models could not match.   • 7 Dec 2006 in National Assembly: Mr. Speaker, Sir, this is a technical issue. The Ministry has experts who can verify the machines and this has been done. The best thing to do is to solve this problem and we are doing this. We know that the work was not done perfectly. The contractor has failed to perform. We are terminating the contract. We have taken three steps so far. First, we have withheld payment of the 10 per cent retention amount to be paid to the contractor. Secondly, we are recalling the performance bond. Thirdly, we have already instituted legal action against the contractor. view

The best thing we can do is to make sure that we purchase new generators and install them within the quickest time possible. Already, we are short of 200 megawatts. The supply for Mandera Town is 600 kilowatts. Therefore, this is an emergency which will be addressed. view

(a) The Ministry of Energy cannot give a time frame as to when electricity will be supplied to Karugiro Coffee Factory, Thuita Secondary School and Kairi Trading Centre in Kamacharia Location, Mathioya Division of Murang'a District because implementation of Rural Electrification Programme (REP) is currently done on the basis of recommendations from District Development Committees (DDCs) and the availability of funds. Member is trying to say is that we should delink our communication with DDCs and communicate directly with the CDF committees. However, the reason why we deal with DDCs is because we deal with a whole district. If we were to deal with the CDF committees, there would be no proper coordination because we would only be dealing with constituencies. Prioritisation is done at the constituency level and then forwarded to DDCs which prioritise projects according to the constituencies' priorities.
