  • 9 Oct 2013 in National Assembly: The laws of this country make it mandatory for any individual to possess an ID. However, what has worried us before is the manner in which these documents have been issued to the citizens. I represent the people of Kaloleni Constituency and it is sad to note that my people avoid travelling long distances in search of these, otherwise, very important documents. view
  • 9 Oct 2013 in National Assembly: Accessibility has been a great issue. People avoid to queue and withstand hunger in search of these documents. It is quite a shame that probably 50 years after Independence, people still have difficulties in getting these documents. It is my submission that once this Motion is passed and implemented, the issue of accessibility will be a thing of the past and Kenyans will be able to enjoy these facilities. view
  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, it has been costly before to get these documents and people avoid to travel long distances and incur expenses to obtain these documents. Once we use ICT, this problem will, of course, not be there. You will realize that a birth certificate has been mandatory for students to register for their national examinations. We understand that most of the population in the rural areas is poor. There is poverty in those areas and paying the little amount to get these documents has been a problem. view
  • 9 Oct 2013 in National Assembly: As we even think of computerizing or going the ICT way, we must also look at ways and means of cutting down on costs so that these documents can be offered cheaply. I do not understand why if it is mandatory for a Kenyan to obtain an ID card or birth The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, as I conclude, it is true that the process of acquiring these documents has been complicated all along. It has been complex and people avoid going an extra mile to get these documents. I know this has happened because we have had few registrars in this country. For instance, in the great constituency of Kaloleni which I represent, we have four wards with one registrar who is stationed in one ward. Therefore, it has been difficult for people to travel 50 or 60 kilometres in search of these documents. It is important and that is ... view
  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, with these few remarks, I honestly support this Motion. view
  • 17 Sep 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker for this opportunity. I rise to support this Bill and I must say from the outset that the microfinance institution has been here for a while and it is time that it is given teeth to be able to discharge to its best. We realise that the majority of the places that most of us come from have not even seen a bank but we have only been able to see these microfinance institutions. These are the women who benefit from the Kenya Women Enterprise Fund that we have been talking about. There is ... view
  • 17 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, these microfinance institutions have played a crucial role basically in the eradication of poverty as most of them in the course of lending money to our people, our people have been able to take their children to school. Our people have been able to do some other forms of businesses and their economies have definitely improved. So, as we consider this Bill we must all be able to give it the support it deserves so that it goes through and enables the institution to carry out its The electronic version of the Official Hansard Report is ... view
  • 17 Sep 2013 in National Assembly: mandate, but as we do this we must also be alive to the fact that for quite some time there have also been those we call briefcase microfinance institutions. The laws must actually be strengthened to curb such kind of institutions which have really done great damage to our people. We have seen our people losing a lot of money out of getting involved in these kinds of arrangements. So, I support a situation where laws are actually strengthened and also a situation where these institutions are improved so that they can do business. Areas which have not seen banks ... view
