As a Committee, we noted that it is important that the EAC countries put their money into implementation of the four because there will be ownership among the member states and probably, we will even see more commitment by the countries. The other day when we had the Devolution Conference, we saw a rosy picture. There is no single county that came up with the challenges that they are facing.
