• 7 Jun 2018 in National Assembly: Budget, we will have raised more taxes. So, it is important that we also go slowly at least for the next two years in politics and succession politics. We should reduce it and continue as we are doing right now, so that we can continue to grow as a country and raise more resources, so that we can fund our Budget adequately. view

Once we start the budget-making process, we start new projects instead of finalising our stalled projects and dealing with our pending bills. One of the cases is in my constituency. There was money which was allocated for a university last year. Samburu County has no university. So, Laikipia Campus Maralal University was allocated Ksh83million for a start. • 3 May 2018 in National Assembly: Secondly, the CRA is coming up with a new policy yet we have not received a single shilling from this Fund. They should at least give us the first bunch, which we are now appropriating. I agree that it needs to be reinforced, so that we do not have to keep on coming here. I was very happy because I thought this was another allocation from the first one. • 3 May 2018 in National Assembly: delaying tactics when it comes to appropriation of money meant for the Equalisation Fund. They have now brought this Bill again so that we can pass it. Within two months, before we go through the procurement process and everything else, time will lapse again. It is likely we will bring this Bill back to this House. It is important that we secure this Fund, just like the NG-CDF, to ensure that whether the year begins or ends, the amount allocated to the 14 counties remains intact. view
• 3 May 2018 in National Assembly: We are introducing a new policy. For example, in my county, and especially in my constituency, we took only one major project, which is a dam. It will supply water to the entire Maralal Town and will cost about Ksh1 billion. We are now getting Ksh226 million. What happens in the next financial year, if we change to include sub-locations? • 3 May 2018 in National Assembly: I also want to say something about the mega projects. I would like to encourage our counties to have intercounty projects, even if it is in education. This can be done in the counties that are close to each other, most of which have been having ethnic conflicts. To bring peace, let us construct schools between our counties so that our children can go to school together. We can continue to build that synergy and live harmoniously in our counties.
