I stand here to support this Bill and congratulate the Minister for at least taking the country forward with this structure of devolution. We have struggled as a nation since the 1960s. We came to a formula of majimboism where devolution was key in our independent Constitution. I also knew what was going on in the Ministry. So, as Minister, I could not just come here and read out statements. I went to a polling station on the first day of the exercise, but there were no registration clerks at all. They had no security. In some areas, the BVR kits or the batteries were not working. If we have a problem handling Kenyans living in Kenya, why would we have to go and register people in Uganda? Let us sort out the problem in Kenya first.
