  • 4 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, after the Maasai Mara promotion, the whole country saw live through the KTN, the NTV, Citizen TV and other media. They showed how important and unique the great animal migration at the Masai Mara is, although we were not aware of it. It encouraged domestic tourism. Last December, we were supposed to have a high season but due to the other problems that we had, most of the people who visited the Coast, for example lodges and hotels, were mainly Kenyans. We were proud that Kenyans are starting to travel and taste their own tourism products. view
  • 17 Dec 2008 in National Assembly: Mr. Speaker, Sir, I rise to support the Motion. I think we made history yesterday by creating a roadmap to a new Constitution. It has been a long struggle, as witnessed by many Members of Parliament like hon. Murungi, hon. Imanyara and many others, who have stood firm on getting a Constitution and change for this country. If we want to preserve that struggle in the Tenth Parliament, then I think we need to rise to the occasion of making sure that this list is not a contentious issue. It should be owned by the House. It should be all-inclusive ... view
  • 17 Dec 2008 in National Assembly: Yes, Mr. Speaker, Sir. I think that, that Committee is a Parliamentary Select Committee. When we had a stalemate, it is the Departmental 4170 PARLIAMENTARY DEBATES December 17, 2008 Committee that helped to even formulate the Bill. It even lobbied and mobilised the Members of Parliament to understand what we are talking about. When Bills are drafted, we come and endorse them, without even going through them thoroughly. But it is that Departmental Committee that has helped us all to understand and appreciate even the difference of words and commas. I just appreciate their role. With those remarks, I beg ... view
  • 17 Dec 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to support the Motion of Adjournment, when we are now ending this year, 2008. We began in a bad way. It was a very difficult year. Even the election of Mr. Speaker and yourself was a challenge. But, today, I am happy that we have made history. We agreed and formed a Grand Coalition Government. I applaud the leadership of President Kibaki and Prime Minister, Raila Odinga, for taking the first step, sacrificing and saying that this country is bigger than them. I think that support that this Parliament and the people ... view
  • 3 Dec 2008 in National Assembly: Mr. Speaker, Sir, I have just discussed this matter with the hon. Member from Samburu East. The Question is very comprehensive, and I am more than willing to bring a detailed answer after a physical inventory of the issues that he has raised. I have agreed with him that, very soon, we will bring the answer. Thank you. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I beg to reply. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I am very disturbed to hear that this Question was asked and I was not here. Truly, I was not physically here. I was attending other Government responsibilities. It is recorded in the HANSARD that this Question was dropped by the Deputy Speaker. It is supposed to take a long time to come back to the House. We thought, because of goodwill and good faith, we are ready to answer it. But when we are given a short notice and we are attending Government business, then it is a problem. I am more than willing to answer ... view
  • 26 Nov 2008 in National Assembly: I absolutely agree with you. I agree that Parliament is also Government. The arms of Government are three and we are all one. So, I beg to reply. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I apologise. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am not aware about the beach operators at the Coast who have been issued with notices to vacate the beaches although I am aware that it is illegal to trade on the beaches. I have, however, indicated that the operators would be required to relocate to a strategically placed tourist market when it is ready in about six months. The deadline is the end of March, 2009. (b) I wish to confirm that the responsibility of relocation is not on the Ministry of Tourism. It is on the Ministry of Local ... view
