Mr. Temporary Deputy Chairman, Sir, I support the amendment by Dr. Oburu. This is because the levies introduced have affected factories. As I speak, the affected factories have closed down. The costs of bread and other essential commodities are high. We are impoverishing our people. This is a serious issue. We can tax as much as we can, but we should not hurt the mwananchi at the grassroots level. Mr. Speaker, Sir, is the Minister aware that there is competition between livestock and plain game? In addressing the issue of competition by animals in wildlife sanctuaries, why can he not allow culling so that we allow plain game to be harvested and be used in restaurants?

Mr. Deputy Speaker, Sir, the Assistant Minister has just mentioned that this was a high profile terrorist arrest. It has been shown that they were targeting the Imam. Why did they arrest the whole village? Secondly, why did the arresters refuse to identify themselves as police officers? They burnt down the premises of these villagers, and stole money and gold from them. Is this what the law says in Section 21 of the Criminal Procedure Code? This is purely religious profiling!

Mr. Deputy Speaker, Sir, the Assistant Minister is misleading this House by contradicting himself. First, he spoke here about a "high profile terrorism arrest"; then he concentrates on a fraud of an identity card. Suddenly, he says that they are still investigating him for the crime of terrorism. Some investigations must have been done prior to an arrest and then the suspect is arrested and immediately arraigned in court! Mr. Deputy Speaker, Sir, I request the Assistant Minister to clarify a certain issue. They have organized and demarcated the districts. But there is the issue of overlapping of constituencies between districts. What will take place when there is an overlapping of constituencies between districts? The law does not allow overlapping of constituencies between districts?
