  • 1 Aug 2012 in National Assembly: I want to congratulate my brother and support the Bill. This is the right Bill for Kenya. view
  • 31 Jul 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to confuse the House by saying that he is not aware of the grabbing of any land that was earmarked for the by-bass road? Kenyans are aware that there was a planned by-pass, dating back to 1970. People grabbed the land that was reserved for that by-pass road and built housing estates, and the Government is now taking land from the Nairobi National Park, which is a national asset, for the construction of the by-pass road. Is it in order for him to confuse this House? view
  • 28 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to come to the House prepared to answer an hon. Member’s Question, and then say that he has just been handed over the answer? Is it in order for a Minister to misbehave? view
  • 27 Jun 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order to assume that the positions of the Deputy Prime Ministers have been scrapped by the Government because during the last Budget Day when the Head of State was here, we did not see one of the Deputy Prime Ministers, and the other Deputy Prime Minister moved behind fearing to sit in front? So, we want to assume that these positions have been scrapped. view
  • 20 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to support the Bill, but with major amendments. It is high time we thought of harmonising the Government’s position with the position of the Mover of this Bill. It is important for us to bring about discipline and adherence to law and order on our roads. Categorisation of vehicles is very important. Public Service Vehicles (PSVs) are generalised. They are not sub-categorised. I want to speak from my previous tourism perspective. I said that Tourism Service Vehicles (TSV) should be introduced, so that we can know which vehicles are TSVs, which ones are ... view
  • 20 Jun 2012 in National Assembly: for ordinary passengers since the specifications of the two categories of matatu will be different. Mr. Temporary Deputy Speaker, Sir, apart from just the cars and the traffic police officers, there is the issue of traffic flow on our roads. I believe that if there is a review of the traffic flow and management of the same, we will be able to reduce traffic congestion on our roads. At the moment, traffic on our roads is chaotic. I want to congratulate the traffic police officers serving on our roads. They have done a great job in difficult circumstances. You will ... view
  • 19 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to also congratulate the House for passing these brilliant amendments. The spirit of the Constitution is devolution. The minute we will legislate to centralise the system of government, we will have a problem. If a governor is elected by the majority of the people in a county, he should have the executive mandate to rule and govern that county. Thank you. view
  • 12 Jun 2012 in National Assembly: Thank you very much, Mr. Speaker, Sir, for giving me this opportunity. I want to send condolences to the families of Prof. Saitoti and hon. Ojode from my family, Mvita Constituency and Mombasa County. Mr. Speaker, Sir, Prof. Saitoti was a great leader as we have heard from our colleagues. He particularly helped me in steering the tourism industry, particularly when it comes to security and the recent high profile event was the Lamu incident of the hijacking of our tourists. I know that he stood firm for this country. Mr. Speaker, Sir, there are several issues that we need ... view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, I am aware that the Minister of the East African Community has gone to Arusha. In fact, she was absent in the Cabinet meeting this morning. She had asked for permission to be away on official duty. So, I will look for the Assistant Minister and commit that this Question be answered on Tuesday, next week. view
  • 18 Aug 2011 in National Assembly: On a point of information, Mr. Speaker, Sir. view
