Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill. In doing so, I have four points to make. The first point is obvious. Under Clause 10, of course, Members of the Government are bound by Cabinet decisions. The import of this is that if this Bill were law today, we would not be having Members of the Government coming to the House through other forums to present different views from those of the Government. Mr. Temporary Deputy Speaker, Sir, I oppose with every fibre of my body. A few months ago in a village called Maina Village in Nyahururu, some seven young men were buried. They had consumed some brew and then they died. The whole purpose of us being here is to protect lives. We must make laws that help that enterprise alongside protecting lives. We know of substances like alcohol that become addictive and ruin us. We must oppose.

Mr. Speaker, Sir, I stand to support this Bill and I also congratulate the Minister for this excellent work. In examining the history of this country, education has been and perhaps continues to be the number one filter that is used to stratify society in various ways. If you were to look at the number of children in Class 8 and then compare that to those who make it to Form Four and then compare that to those who get to university, you would see a very sharp pyramid. Mr. Deputy Speaker, Sir, I want to plead with the Back Bench to sympathize with the Government’s position. I agree with Mr. Keter. Those of us particularly from the Central Rift where conflict has been part and parcel of every election cycle really would like to see that we conclude these matters and find a way to heal the country and move forward. I want to plead with my colleagues in the Back Bench and I can see them smiling, so I hope they are persuaded because it is a Procedural Motion. I support.
