This is a Ministry that is very well run and it is run by two professors who have proven to be excellent. They are supported by directors who are accomplished. Roadblocks should only be used to counter crime. If there is police communication to the effect that there are vehicles which have gone to a particular place, whose occupants intend to commit a crime, or that criminals are on the run, that is the time the police should erect roadblocks. In supporting this Motion, I am fully aware of what the Assistant Minister has said about this Motion; that he and his Ministry agrees with it. If you have an authority which manages a specific project and another authority which manages another set of specific projects, why is it then necessary to come and consult?   • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, now that this Bill has gone through and it will become law and road network is very important in the country, I hope that the Minister will do one thing immediately after the passage of this; to look at the meaning of this word "interim." This law will become permanent unless it is amended later. An interim arrangement cannot really be law. In my district, we have not seen any evidence of good work being done on our roads. There has only been patching up of some roads. It is a shoddy job being done our roads. Could he confirm to this House that the African Development Bank (ADB), funding the roads in Keiyo District, is not serious and that, the Ministry is not supervising the work? view
