The other day we read in the newspapers, that a Minister stated that there was a gang being trained in Trans Mara and he has reported the matter to the security forces and nothing is being done. For a Minister to say that there is a gang being trained, and especially when it is an election year, that is not going to go down well. It is going to create fear amongst Kenyans. Thank you, Mr. Temporary Deputy Speaker, Sir. I would also like to make my contribution on this Vote. This being Vote No.1, it shows the importance of this Ministry. That is why it is being discussed as the first Vote. This particular Vote has a direct impact on any other votes that will follow. Mr. Temporary Deputy Speaker, the co-ordinators who are posted to our respective districts--- A case in point is Bomet District. We have two co-ordinators who have been posted there. The problem we have with them is that instead of hiring support staff from a particular district, they go ahead and hire their own from other districts. Could the Minister ensure or give a directive that those support staff from my constituency, for example, are given priority in terms of employment?

Mr. Deputy Speaker, Sir, we passed a Bill in this House requiring that cars that Ministers use should not have a capacity of more than 2,000cc. I stand corrected, but there is a car which is used by this Minister, and it is now parked outside here, which has a capacity of over 4,600cc. It is a Range Rover. Why has the Minister not surrendered that vehicle?

Thank you, Mr. Deputy Speaker, Sir. You heard the Assistant Minister talk about the capacity in the factories which are run by the KTDA. We have cases where the Kenya Tea Board (KTB) has received applications by farmers who want to open private factories but have not been licensed. Could such applications be licensed so as to assist those factories to meet the production? What is the Ministry doing about this? I have an application here by farmers in Kericho who have been seeking to be licensed to process tea. Why is it that the Ministry is not licensing those ...

Mr. Deputy Speaker, Sir, I want to bring to the attention of the Assistant Minister the fact that Longisa District Hospital has a bed capacity of 144. Last year, a total of 4,549 patients were admitted to that hospital. Mr. Deputy Speaker, Sir, in his reply to part (a) of the Question, the Assistant Minister says that Longisa District Hospital has a functional kitchen.
