Given the duties of the Minister under this particular section, I think it is important for us to give him some discretion, including the ability to extend the period of time in which he should fill these positions. view

  • 29 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 17 of the Bill be amended by inserting the following new paragraph:- "(h) ensure treatment of all asylum seekers and refugees in compliance with national law." Mr. Temporary Deputy Chairman, Sir, in my experience while working in refugee camps, sometimes it is a fact that communities who come as refugees want to impose their cultures on the host country, some of which are against human rights conventions. I think what happens in the camps must comply with the Kenyan national law. That is why I am proposing this amendment. view

  • 29 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, this amendment is directly related to the amendments that I proposed in Clause 19 in which the Commissioner needs reasons to withdraw the recognition of refugees. My proposal is that where a person is a danger to national security or to the community of this country, then that should give the Commissioner sufficient grounds to withdraw refugee status. view
