  • 16 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, my amended proposed Clause 29(A) 4508 PARLIAMENTARY DEBATES October 16, 2007 reads as follows:- "Where a female employee has been matched with an infant child for official adoption or is placed with an infant child for official adoption, that employee is entitled to adoption leave of three months." I just want to clarify that the adoption laws in this country currently are the ones which do not favour placement with men. So, we would have to, first, address those laws before we come to the issue of men adopting infants children. view
  • 16 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, clause 29(A) be inserted as follows:- 29(A) Where a female employee has been matched with an infant child for official adoption, the employee is entitled to adoption leave of three months. Mr. Temporary Deputy Chairman, Sir, I propose that the rest of the words in New Clause 29(A) should be deleted. view

  • 16 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I would like to tell hon. Members who came in a bit late that we have already passed three months maternity leave and two weeks paternity leave. What I am saying here is that if a person has gone through the process of adoption and is faced with a small baby, that baby needs the same care as one who came from childbirth. The step-mother, who is looking after that infant, needs to be given the same enough time. I do not think mothers will give birth every year to get maternity allowance as alleged ... view
  • 16 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am supporting this amendment. I just want to say that as I listened to the discussion, I wish I could hear from hon. Members that we wish to introduce a further amendment to be drafted in a certain way. But I am getting a feeling, as I listen to the discussion, that this Parliament is continuing to pay lip service to women and the policy of affirmative action. I think we are saying it in very good words like "let us do this another time". It is in this Parliament that people have complained ... view
  • 16 Oct 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to congratulate the Minister and say that this is a day of mixed fortunes for women. Although I regret that we were unable to pass the 30 per cent in terms of public appointments and the issue of adoption leave, I want to say that I recognise that this is a historic day for women. In this law, we have passed maternity and paternity leave. I think that women will be healthier and wealthier and better citizens. view
  • 4 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, is it in order for the Attorney- General to state that this amendment is supposed to restrain the KACC's police powers on economic crimes? Is he in order to suggest that the KACC should then investigate domestic violence, robbery and other crimes? view
  • 4 Oct 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. I wanted to bring to the attention of the Speaker this issue. There is an unsigned document circulating in Parliament. The document is entitled: "Comments on Proposed Amendments to the Anti- Corruption and Economic Crimes Act." It has purported to lift hon. Marende's amendment into this document. view
  • 4 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, please, let me just finish! There are instructions in this document about which amendments are proposed and should be objected to even "strenuously". That is the word that has been used. Does this not amount to intimidation of hon. Members? view
  • 19 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move:- THAT, in view of the reproductive and productive role women play in the growth of the Kenyan economy and noting that the Government is a signatory to the resolution of the International Conference on Population and Development (ICPD) 1994; noting further that the Government has committed itself to attaining the UN Millennium Development Goals (MDGs); conscious that both women and children in this country suffer from serious post-natal health problems, this House grants leave to introduce a Bill for an Act of Parliament entitled the Employment (Amendment) Bill to amend the Employment ... view
