Mr. Temporary Deputy Speaker, Sir, I do not think that there is proper direction from this Ministry with regard to licensing of motor cyclists. This issue can be felt in all our hospitals. If you go to hospitals, you will find that there are sections for victims of motor cycles. I would like the Minister to address that issue.

Mr. Temporary Deputy Speaker, Sir, the issue of environment has taken a global stage. It is being discussed in every country. Issues of environment affect all of us in many ways, including food production, provision of water and prevention of degradation of our lands. So, indeed, it is within these parameters that over 110 Heads of State and Prime Ministers gathered in Copenhagen (Cop15) just to discuss issues of environment. Mr. Temporary Deputy Speaker, Sir, my colleague has presented a very good budget, but, indeed, like many of our Ministries, he requires more money because as I have said, issues of environment are important. There are many challenges facing this Ministry. I am thinking of one issue that I want to speak about; the way we manage our waste in Kenya. Madam Temporary Deputy Speaker, my Ministry is mandated with the development of forestry and wildlife policies, conservation of water catchment areas, protection and sustainable management of forestry and wildlife resources for socio- economic development. It is also responsible for about 75 per cent of the Kenyaâs tourist major product which is wildlife. It is also responsible for the countryâs five water towers and supporting the environmental conservation, agricultural sector and energy production.

In implementing its mandate, the Ministry endeavours to strengthens policy and promote sustainable utilisation of the forestry and wildlife resources. The Ministry also strengthens research and encourages public-private partnerships to mobilise resources. Among key issues the Ministry seeks to mainstream are adaptation and mitigation of climate change. In this regard, my Ministry will rehabilitate the degraded sites. We will also ensure that no more forest land is converted into settlement and agriculture. We will ensure forestation and programmes are carried out within the private farms and dry lands.
