  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am suprised that the Assistant Minister says that it is the Minister who brought this matter to the attention of the House. If they knew about it, why would the Ministry go out to secure some Kshs16 billion for the Port of Mombasa? If they knew that there is a cool minimum Kshs38 billion, then they were not serious enough to pursue this issue! view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the subsequent reply from the Assistant Minister is not satisfactory at all. The Kshs38 billion, which is in financial institutions belongs to the poor Kenyans and this is just the tip of the iceberg. We have not talked of the unclaimed dividends in companies, unclaimed money in pension funds or the unclaimed money in the insurance companies. This is a collosal sum of money and the Ministry cannot just take it lightly. I am not satisfied because I wanted the breakdown of the Kshs38 billion, which is held by financial institutions.   • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Kenyan financial market is a regulated market. The Assistant Minister is not having this issue at heart. There is the CBK, the Capital Markets Authority (CMA), the RBA and others who do the regulation. These are institutions which would normally receive reports from the financial institutions. So, the answer is completely unsatisfactory. view

  • 22 Oct 2008 in National Assembly: asked the Minister for Roads:- (a) whether he is aware that Maili Tatu-Laare-Mutuatu Road which was tarmacked in 1996-1998 is dilapidated beyond repair, (b) whether he is further aware that for the last six years or so, funds have consistently been allocated for patching of potholes on the road but its state has not improved, and, (c) what budgetary allocation he has made in the 2008/2009 financial year towards re-tarmacking of this road. view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I am not really satisfied with the answer from the Assistant Minister although he has tried. He has admitted that the road is terribly dilapidated and that they have now allocated Kshs1.5 million to do the patching of potholes. This is a very small amount for an 18 kilometre stretch of road. We have noted before that when they do patching up, normally, they use soil instead of bitumen. Could the Assistant Minister confirm that they will not use soil to patch up the road given that they have allocated Kshs1.5 million for the work? view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, when the Maili Tatu-Laare-Mutuati Road was constructed, it was a very narrow one. It never provided for shoulders and there was also poor drainage. Could the Assistant Minister confirm that in the variation, they are now going to take all these things into account to ensure that it is a fully classified road so that it gives our people ample service? view

First, let me congratulate the Minister for Co-operative Development and Marketing for having moved with speed to bring this Bill to this House. Let me also congratulate the staff of the Ministry, led by the Permanent Secretary and the Commissioner for Co-operatives for devoting a lot of time to ensure that the Bill was ready in time to be brought to the House. I would like the Minister to confirm how much money was given through the financial intermediaries.   • 8 Oct 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all I want to commend the Ministry of Education, the Minister and his team for a job well done. I know that there are constraints, especially in finances, but they have tried. Although they have tried, its about the challenges now. Education for our youth is an investment. It is an investment that must be costly, whether we like it or not. What we are looking for in school is performance and quality. Unless we have teachers in schools to teach the children, we will not be talking of performance or quality education. ... view
