Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. From the outset, I want to say that this Motion is long overdue. If I was to be asked, what is more important for schools between power and water, I would prefer water. This is because water is more important than power. Maybe some Members might not have as much problems as those of us who come from arid and semi-arid areas. Thank you very much, Hon. Temporary Deputy Speaker. I stand to support this Motion because it is long overdue. Since we now have county governments, this should be done at the county level. I will go as far as to suggest that when children complete high school, the ID card should be part of the certificates that they collect from schools to identify themselves. We should have our passports processed at the counties.

I have been here long enough but we have not had a President pronounce the things which our Presidentof today pronounced especially on corruption. In Kenya, we have three cancers. Cancer number one which was also mentioned by the President is corruption. Two, is ethnicity and three, is security. The two last ones, ethnicity and security, are governed by corruption. I want to tell, especially the first timers, the moment you lose elections a lot of people will be anti you. Some want to bring you down. Some even offer you soda because you cannot afford a bottle of soda. So, we had better prepare ourselves.
