  • 27 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, the word of the President was that people who were applying for IDs for the first time should not incur any expenses, I presume, because they are regarded as jobless or wealthless. It is a well known fact that if you are above the age of 18, you will be enjoined to bring an affidavit. Could the Minister, therefore, give us more information as to how people who are above 18 years are not going to incur additional charges because they will have to pay for the affidavit? Secondly, there were people who had been charged ... view

  • 26 Apr 2006 in National Assembly: Mr. Speaker, Sir, I rise to seek a Ministerial Statement from the Minister of State for Immigration and Registration of Persons. As recently as last week, youthful persons at Awendo Township almost beat up officials of the Ministry of Immigration and Registration of Persons. The reason was that those officials were charging for issuance of identification cards. Those persons were aware that the President had issued a directive that identification cards be issued free of charge. • 26 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. What is offending most hon. Members is the assertion that African women do not say "no". Would I be in order to ask Mr. Ahenda to withdraw that specific remark before he proceeds? view
  • 19 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to take this opportunity to thank my colleague, Mr. Oparanya, for his generosity. About 1.5 million people who reside in the larger South Nyanza, Kisii and Kuria Districts, depend on sugar-cane growing and are victims of what has been the subject matter of debate in this House today. In 1978 when I was a small boy, I was present at the inauguration of the South Nyanza Sugar Company. At that particular time, our people had great hope. My colleagues who know where I live refer to me as " Nyakwar Jamoko " ... view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. (a) Is the Minister aware that there is excess and over-mature cane grown by farmers for South Nyanza Sugar Company Ltd. (SONY)? (b) What is he doing to ensure the cane is harvested and farmers paid promptly? view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, the issue of expanding SONY has been there for the last five years. The reply the Minister is giving does not indicate any sums of money proposed by the Government or a time for commencement of this exercise of expansion. Could the Minister inform the House where the money will come from, how much it is and when this expansion will be put in place? view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, the Minister is certainly aware of the ending of the 472 PARLIAMENTARY DEBATES April 18, 2006 COMESA safeguards that are safeguarding the sugar industry. He is further certainly aware that the over-mature cane in the SONY area is in excess of one million tonnes as opposed to what the factory can crush which is 800,000 tonnes. What urgent measures is the Minister putting in place to encourage the harvesting of cane and the payment of farmers other than what has been said here? view
