Hon. Speaker, I followed the question and after tabling this Statement, the board will circulate the circulars for proposed development for each constituency latest, early next week. To answer the question by the Hon. Member, the earlier you submit your proposals, the earlier the funds will be disbursed to the constituencies. Hon. Members, let me take this opportunity to thank all for your understanding because the delays were not caused by this Committee or the board, but the changes in budgeting and the supplementary budget that we passed recently. Thank you, very much.

Thank you, Hon. Speaker. I support this Petition. The wildlife-human conflict is real. I have personally lost five camels to elephants and Kenya Wildlife Service (KWS) must take responsibility for the loss of livestock, farmlands and human life. They must fence the restricted areas, the reserves and the game parks. What is surprising is that Tsavo East and Tsavo West have taken the biggest chunk of land in that area and it is unfenced, thereby causing wild animals to stray into private homesteads and property.

Thank you, Hon. Deputy Speaker, for giving me this opportunity. From the outset, let me support the Motion. The issues facing the youth in Kenya are not only a disaster, but a time bomb. The youth that live in far-flung areas, villages and remote areas do not have any opportunity as compared to the youth who live in The electronic version of the Official Hansard Report is for information purposes only. urban areas. Therefore, most of them tend to go across borders looking for opportunity in the most difficult circumstances. The issue or radicalisation and insecurity in northern Kenya are attributed heavily to lack of opportunities for the youth. The Government must, therefore, come up with strategic ways of supporting the youth in terms of placing them in middle level colleges that can equip them with service or technical knowhow so that they can support their lives. The retirement age was increased to 60. I believe that was not the right thing to do because at the age of 60, productivity ...

Thank you, Hon. Speaker. This Petition is by the residents of Mandera East Constituency regarding withdrawal of Kenya Defence Forces (KDF) from Somalia and redeployment to the border. I, the undersigned, on behalf of residents of Mandera East Constituency, draw the attention of the House to the following: THAT, Article 241 of the Constitution establishes the Kenya Defence Forces with the mandate to, among others, defend and protect the sovereignty and territorial integrity of the Republic; and to protect and safeguard the country against external threats such as that posed by Al Shabaab and other terror groups. THAT, in October ...

THAT, lastly, the nature of the threat has significantly changed, with Al Shabaab and other terror groups now carrying out revenge attacks against KDF troops and communities along the border regions, in the belief that they are liberating their country from the KDF incursion; THAT, efforts to have these matters addressed by the relevant authorities have been futile; and, THAT, none of the issues raised in this Petition is pending in any court of law, constitutional or legal body. Therefore, your humble Petitioners pray that the National Assembly, through the Departmental Committee on Defence and Foreign Relations: i) Causes comprehensive ...

I want to take this early opportunity to thank God, the Almighty for making it possible for me to be in the august House. I also want to thank the people of Mandera East for voting for me as their Member of Parliament because I was their Deputy Governor in devolution. The President’s Speech was a safe man’s speech. He pointed out the role played by young men and women of Kenya in nation building. The youth make over 75 per cent of the Kenyan population and it is only wise that we appreciate the role they play in nation ...

The President also appreciated the role played by the 11th Parliament in terms of the effectiveness with which they passed Bills related to devolution. I must commend them because I was in the first county governments and I know what devolution has done for the people of Kenya. On security the President said, and I state, “For my part, I know my most serious obligation is to sustain and protect the peace and security of all our people without exception.” Where there is no peace and security, there is no nation. Therefore, Kenyans must appreciate that without security nothing can ...
