Thank you, Madam Temporary Chairperson. First, I would like to sincerely congratulate the Mediation team that sat down numerously. We were having a lot of push and pull, but I want to thank my Chair, Hon. Sen. Ali Roba, who has become an elder statesman in the way he has been carrying himself and managing our misbehaviour sometimes. It is interesting to see what we are handling. Madam Temporary Chairperson, if you looked at the amount of money that county governments are getting and what is happening on the ground, and then you follow up to see whether this money ...

Madam Temporary Chairperson, unfortunately, my friend and brother, Sen. (Dr.) Khalwale thinks that you become wise, elderly and smart if you are old. It has nothing to do with age. It has a lot to do with the wisdom, the capacity and the ability for this individual to handle complex and indeed very serious national matters. That gives him the credibility to gleefully accept that title. Without wasting a lot of time, I realized that Kisii County has received the amount of money which is very close to what we received last year. When we were having the mediation, I ...

What is happening in our country is that, indeed, Kenyans are taxed heavily. The money is being collected and going to the national Government and county governments. However, when you look at whether there has been any effective utilization of these funds, you find that it is only a few counties that have success stories. I would like to especially congratulate the Governor of Murang’a. I do not know whether he is doing well because he was in the National Assembly and was in the Senate. After that, Govenror Kang’ata has done very well. His Own Source Revenue in one ...

Yes. The scenario that we have got is that, even when Kisii County received that money in the County Revenue Fund (CRF) account, it has got Kshs6.5 billion which is not being utilized. These are the challenges and issues that we must observe to make sure that even when we are fighting for the national Government to give us more money to go to the county governments, the governors must be answerable, responsible and that the people who they serve expect more and better all the time. I support.

Thank you, Mr. Speaker, Sir. Since my brother, Cherarkey, has discussed the issue of KEMRI, I would hope that the clerks to this House would perhaps look for a way on how, sometimes when we ask overlapping questions, they can put them together.

Mr. Speaker, Sir, I rise under Standing Order No.53(1) to seek a Statement from the Standing Committee on Education regarding the termination of Professor Stephen Kiyama Gitai from his position as Vice-Chancellor of the University of Nairobi last year. In the Statement, the committee should- (1) disclose the reason for the suspension and dismissal of Professor Kiama, including the justification for the premature termination of his permanent and pensionable terms of employment as a professor at my old university, the University of Nairobi; (2) table a comprehensive report of the investigations into his conduct, if any, including allegations of misconduct, ...

Thank you, Mr. Speaker, Sir, for giving me this opportunity. Before I read my Statement, I would like to take it upon myself to thank the Pan- African team that has come from the United States of America (USA). It is quite interesting and wonderful to see all of you because I went to school in the USA. I used to dream that I would come back here to participate in trying to change my country. I am happy to see you. I would also like to say to the team from Namibia that I am proud to see you. ...

Thank you, Mr. Speaker, Sir. I sincerely would like to reiterate and support what hon. Mungatana and Sen. Beatrice have said. Madam Cabinet Secretary, I will give you an example of the problem we have. There are individuals in Uasin Gishu County who provided their land about eight years ago so that the Expressway could be done on the southern part of Eldoret Town. This was a group of about 12 individuals. The road is there and in use. The national Government ended up paying two out of those 12 people. My suspicion is that someone must have given something ...
