26 Sep 2013 in Senate:
Thank you Mr. Deputy Speaker, Sir. When I heard the Chairman talk about enrolment in primary schools and other social issues, I thought that he was talking about the Millennium Development Goals (MDGs). Of course, the MDGs are part of the bigger Vision 2030. However, I did not hear him mention in the first MTP which ended in 2012, what we achieved in relation to what we intended to achieve by 10 per cent, 20 per cent or 30 per cent. It is only then that we can know that we are making progress. He mentioned, of course, the railway ...

26 Sep 2013 in Senate:
Mr. Deputy Speaker, Sir, first, I would like to ask the Chairman to speak to the Cabinet Secretary and his staff to change the name from “older people” because that is not very definitive and say “senior citizens”. That would be a more kind word. However, at least I can confess - but I am not sure whether it is this programme - that in one location in my former Mbita Constituency, there were some old people above 65years in one sub-location who were getting this stipend. Whenever I go to another sub- location they ask me why people from ...

24 Sep 2013 in Senate:
On a point of order, Mr. Deputy Speaker, Sir. I am one of the culprits and I want to take that advice with a lot of remorse. I was outside and thought that I had put it off, but I am surprised that it came on. I was not taking it, but actually busy trying to put it off. I am very sorry about it, but I did not receive it.

24 Sep 2013 in Senate:
Thank you, Madam Temporary Speaker, for giving me a chance to say the following. On behalf of myself, my family and the people of Homa Bay County, I extend my deepest sympathies to those who lost their lives, limbs and those who are traumatized by this heinous crime that was committed within our borders. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate.

24 Sep 2013 in Senate:
Terrorism is at war with our civilization. The aim is to destroy the civilisation of a free world, the democratic world and replace it, if possible, with a very primitive and authoritarian theocratic state. They are not real believers of any religion. As a matter of fact, if this was about religion, the Al Shabaab would not be fighting the Government of Somalia because they are all Somalis. They are all Muslims, but they kill one another daily. They commit heinous crimes against their own people. In fact, if this was about tribalism or anything like that, the people of ...

18 Sep 2013 in Senate:
Thank you, Madam Temporary Speaker, for giving me this opportunity. First, I want to thank the Professor for bringing this Motion. If we debate it the way it is, we will lose it. I wish we could make some small amendments to create a small committee to work on this policy framework itself and bring proposals for a Bill in this House so that we engage stakeholders as we go round the country and come up with a solid document that is bankable. I hope that we will not just vote on it the way it is because it will ...

10 Sep 2013 in Senate:
Listen to me! I just want to be sure that you have, first of all, approved his application to amend this Motion so that we proceed with the amended Motion, knowing what it is. So, you need to ask him to first move the Motion before amending this Motion because this is the Motion before the House.
