11 Jul 2013 in Senate:
Madam Temporary Speaker, first of all, I want to send my personal condolences and the condolences of Homa Bay County residents – who are neighbours of Kisii County – we feel the loss as neighbours and as members who come from one region. I want to send my personal condolences to the families and relatives who have suffered this loss. When we talk about young people having accidents, sometimes you do not have very good words to say. You feel pain and sometimes you do not say the right things because, really, they should not die. Most people would wish ...

Mr. Deputy Speaker, Sir, I don’t quite understand the ruling. As a matter of fact, I am already being accused of being repetitive.

9 Jul 2013 in Senate:
Mr. Deputy Speaker, Sir, let me start by narrating a story; a real story on the issue of Bura Irrigation Scheme (BIS). At one time, the Tana River changed its course and, for a while, irrigation collapsed because the water was passing far away and the pumps were unserviced. There was no funding for the parastatal in charge of irrigation to continue with its work. So, when the last Government came to power and realized that we were importing food and that was not good for us because even the money for importation was not there and, sometimes, the food ...

9 Jul 2013 in Senate:
I listened to you very carefully and I am actually supporting you only that I must give the historical background of how these things have failed because of lack of ownership, focus and planning. When hon. Karua went to Ahero and spent less than Kshs400,000 to repair the pump, water started flowing into Ahero Irrigation Scheme. The parcels were owned by farmers or they were given licenses to use the farms. At least, there was somebody who could go into the farm, get the crop and sell it to the board. So, when planning these irrigation schemes, we must know ...

4 Jul 2013 in Senate:
Mr. Temporary Speaker, Sir, I have listened to the hon. Senator. This Statement is coming from the Committee on Finance. It is like we are closing the stable when the horse has already escaped. This is because, essentially, I think that the TA did not do its job very well. They were supposed to provide the capacity for the county governments to do, from Day 1, what they were supposed to do and not to leave them to mess and then we complain, as if we set them out to fail. If I were a Governor and was supposed to ...

3 Jul 2013 in Senate:
Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to support this Motion. Let me start by saying that most Government agencies know exactly when an employee will retire. They even give a year’s notice prior to the retirement date. The note shows that next year, you will retire because you will have either reached the age of either 55 or 60. So, we cannot say that they do not know. In fact, they stop your salary forthwith when that time reaches. At times, I wonder why the file disappears because it was available when they were stopping ...

3 Jul 2013 in Senate:
If you die accidentally and your widow or the children search for the pay slip, it is nowhere to be seen. Banks now even insist that before they give you a loan, you must show them the original pay slip. So, you probably took some loan there and that is why they cannot find the pay slip. Why must the Government insist on seeing the last original pay slip before any settlement is done? Some of these rules could be made easier so that people can access their claims. The second thing I want to say – because I had ...
