  • 25 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will be brief. I can tell you that the qualifications for the post of Director-General should be higher than we have provided for in this Bill. We have suggested a qualification of a degree, which should be relevant. In this case, several disciplines are involved, amongst which are law, economics, data, ICT, and so many others. It was going to be very difficult for us to put all this in the Bill, but I take the point that has been raised. view
  • 25 Aug 2011 in National Assembly: Secondly, the day-to-day management of this Board will be the duty of the Director-General, and not that of the Board. The Board’s functions will have to do with policy issues and oversight. So, the Board cannot, by itself, manage. Somebody said that it should be smaller. We actually reduced it. After a lot of bench-marking, we came up with 13 members. We cut it down to what we now have, which we think is lean enough. view

In fact, there are offences which attract a fine of as much as Kshs10 million.   • 25 Aug 2011 in National Assembly: The reason as to why we want this in place is to make sure that all the other Government and private agencies can use the data that we will generate. We will create a secure database which will also generate electronic registers that will make it more efficient for us to issue birth certificates and identity cards. We will move to counties. We will definitely move to constituencies and districts as well as to the locations to make sure that births and deaths are registered as they happen. view

May I say very briefly that actually when we agreed that we will have election at two levels, that is, the national level and the county level, I was already worried what will happen to the office of the mayor because you cannot have a governor who is elected by the majority of Nairobi residents and also have a mayor who is elected by the majority of Nairobi residents and each one of them has executive powers.
