  • 4 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, let me give this assurance; that today is Thursday, let the next Thursday pass. The next Thursday, bring all your people who were rejected and the new people who want to apply. From that Thursday give us four working days. God bless you. view
  • 27 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I am standing up on a matter of procedure. When a matter has already been moved and seconded by an hon. Member, like this amendment was moved, seconded and even debated for a while, does it still remain the property of the hon. Member who moved it so that the hon. Member can withdraw it at any time he pleases or is it now the property of the House and the House must dispose of it in the normal manner? view
  • 27 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Following your directions and advice to the House, it becomes very difficult to continue with this debate, because we really do not know the parameters within which we can debate it. We do not know where we can offend the rules of natural justice or where we can hurt somebody’s rights. So, it becomes extremely difficult. So, I think you should put the Question to the House, so that the House can consider whether to terminate this debate or not. view
  • 21 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Attorney-General in order to mislead the House? When this matter went to court, I was then the Counsel for Jaramogi Oginga Odinga and the others who took the matter there. I was led by a Senior Counsel, Mr. Nowrojee. This matter was canvassed very well before Justice Mbaluto. In fact, I am very aggrieved that Justice Mbaluto is not on the Bench now. The fact of the matter is that the campaign period was reduced to a term which would be determined by the electoral commission. It could even be ... view
  • 5 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the hon. Member who is speaking to address us on matters affecting management of parties when he himself is a leader of a party and he has not shown us any good example? view
  • 5 Oct 2010 in National Assembly: On a point of order Mr. Speaker, Sir. Is it in order for the Member to suggest that there is something in this Constitution or even in this House called the Kalenjin nation? If we encourage this kind of talk, we are going to destroy political parties, and this is the best vehicle for democracy and engagement in this House. We should stick to political parties and political parties can do their business in their Parliamentary Group meetings but when we come in here and talk about the Kalenjin nation, the Suba nation, the Kuria nation; it is very embarrassing. view
  • 18 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to second. view
  • 18 Aug 2010 in National Assembly: After such an eloquent and able presentation, I really do not want to say more. I would like to say that Parliament should know that as much as we are doing very well as the Ministry of Education, there are a few gaps that we will need Treasury to close, especially on hiring of Early Childhood Education Teachers so that our education starts at early childhood, maybe, with a little more support in hiring of more teachers for adult education. view
  • 18 Aug 2010 in National Assembly: With those few remarks, I second. view
  • 11 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to second the Motion. First and foremost, I want to thank the Minister for East African Community for allowing me to second this Motion; there are few cross-cutting issues that we deal with in the East African Community, especially movement of persons and general movement. Mr. Temporary Deputy Speaker, Sir, some two very momentous events have happened in this country in a space of one month. On 1st July, this year there was the commencement of the common market protocol that has brought back what we remember as the Eas African Community. I ... view
