House. As it is now, this country is suffering from drought. Many areas in this county have suffered severe drought. Trees have already gone. If we start taxing LPG, what is likely to happen is that people will revert back to charcoal. If we revert back to firewood and charcoal, the rate of desertification in this country will rise very fast. Having said that, I take two things from your ruling. One, you talked about the threshold and quoted Article 47 of the Constitution that strengthens democracy in this country. Not anyone else can just wake up one day and say: “Because you said this in this marketplace or funeral, we will get you out of a party or out of PSC or anything else.” The threshold is what will save this country. It is against this background that I seek your direction for the Committee on Implementation to investigate and intervene with a view to addressing the following issues: (i) What is the status of the project with a view to ensure its speedy completion? (ii) Was there prudent use of public funds allocated, and establish how much money the project has used so far, how much has been budgeted for and what percentage of the project has been completed? (iii) Did the Cabinet Secretary seek approval from the Cabinet for the project to be redesigned as directed by Parliament? Thank you.

Pursuant to Standing Order No. 44(2) (c), I request for a Statement from the Chairperson of the Departmental Committee on Finance and National Planning regarding curfew and inter- county cessation of movement or partial lockdown in the country. Certain regions among them Nairobi, Mombasa, Kilifi and Kwale have not only been put under curfew, but also under cessation of movement. I want to add something to what the Statement seeks. The Committee needs to look at what defines a home. In the rural settings, police officers are going to homes. A rural home is only a place where you sleep. You do the rest of the work outside. When people are outside their homes, police officers come and arrest them. The police are arresting people in their homes claiming that they are disobeying the curfew directive because they are not in their houses.
