Hon. Temporary Deputy Speaker, the Constitution of this Republic recognises ethnicity. So, you cannot bar somebody from discussing it. That community provided the Chairperson of the Independent Policing Oversight Authority (IPOA). This Parliament vetted that person. The Managing Director of Kenya Ports Authority was discussed, vetted and given the job by this House. Today, we are here discussing Dr. Nyakang’o from the same community and yet other communities in this country continue to be marginalised. They continue to suffer the same things that they suffered before the promulgation of the new Constitution.

Thank you, Hon. Speaker. You made it very clear that when you are a member of a committee, you can ask a question what about the petitions? Can you petition a committee that you sit in? This is because in the past, I have been told I cannot petition my Committee on Lands.

I did a Petition some time ago and I was told I could not petition my own Committee. Therefore, I had to ask someone to do that on my behalf. But I had questions with that because I represent my constituency and I have a right to give a petition if my people have told me to do it. Thank you, Hon. Temporary Deputy Speaker. I support this amendment Bill. I have a lot of respect for Hon. Emanikor. Now that she has brought this very important amendment Bill, my respect for her has gone up. One of the things we need to look at is the principal object of this Bill. We have had policies on safety in this country. We have had what we would call guidelines on safety in schools. We even have the hardware. There is something else which the Bill seeks to do. Clause 2 of the Bill says that KICD Act will be amended in Section 4 by inserting paragraph (mb) that says that we shall incorporate psychosocial skills and services to students in curriculum development. The psychosocial skills that are needed here are skills that prepare the child both psychologically and physically to handle disasters. This should be put in the curriculum.
