  • 27 Feb 2019 in National Assembly: Hon. Speaker, I rise to ask the CS for National Treasury and Planning the following Question: (i) Could the Cabinet Secretary explain the status of all projects funded through the Equalisation Fund for the Financial Year 2017/18 in Kilifi County, stating the list of projects, amount disbursed and their stages in regard to completion? (ii) Could the Cabinet Secretary further state how much is expected to be disbursed before the end of the current financial year 2018/19 for Kilifi County, and by when? (iii) Could the Cabinet Secretary provide details on whether public participation will be conducted to identify the ... view
  • 26 Feb 2019 in National Assembly: Hon. Speaker, thank you very much. I would like to add my voice to this petition because my constituency of Kilifi North is one of the constituencies that were heavily affected by the investments of African Safari Club. My constituency lost two hotels that were owned by the African Safari Club that is, Watamu Beach Hotel and the Sea Horse Hotel. These two hotels employed over 2000 people and when they collapsed, these people had debts. They had not been paid their salaries, allowances and arrears of colossal amount of money. When African Safari Club exited the scene, they sold ... view
  • 26 Feb 2019 in National Assembly: Apart from just looking at the petition that has been raised, the Departmental Committee on Labour and Social Welfare needs to scrutinise how foreign investors are treating locals in terms of salaries. You will realise that a lot of the hotels that are owned by foreigners just employ people without contracts. At the end of the day, they do not pay them. These people suffer because of the poor labour practices. As the Departmental Committee does its work, I would request that they do not only look at the plight of the people that have been raised by Hon. Ali ... view
  • 21 Feb 2019 in National Assembly: Hon. Speaker, according to the law, the new commission is supposed to come in place 14 days after the other one leaves. That is what the law says. The President initiates the process of selecting the new commission. So, I think there is nothing that is lost. What is interesting is how the law is put; that we can only have a new commission 14 days after the other one leaves. That is when the President can start the process of identifying a new one. That committee wanted this process done earlier. view

  • 20 Feb 2019 in National Assembly: Mhe.
  • 20 Feb 2019 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I want to take the liberty of your ruling that I can speak in English in this Motion. I go ahead to do that. I support this Motion. Thabo Mbeki, the former President of South Africa, in the debate on HIV/AIDS and death, said that Africans do not die because of diseases; they die because of poverty. Poverty kills our people because they are unable to access good nutrition and healthcare. That is why you find lots of deaths and the mortality rates in Africa are probably higher than in any other ... view
  • 20 Feb 2019 in National Assembly: When the President took over in 2013, he said that he had waived the cost of maternity for all people having children. There are two things that I learnt in Sociology. One, when a baby is born, he or she belongs to the community. When a person dies, he belongs to the community. The Government provides social services to the people because it is its mandate to do that. Giving birth and paying for maternity by the Government is a social service. When the person dies, he also belongs to the community and Government. Therefore, the Government should come in ... view
  • 20 Feb 2019 in National Assembly: I want to point out a few things that have been highlighted today in the Daily Nation . This country has around 142 Intensive Care Unit (ICU) beds against a population of 50 million. If you look at the statistics, 50 per cent of the people who go into ICU die. The cost of ICU in this country is overboard. When these people die, they pay the cost of staying in the ICU. We know that an ICU bed costs over Kshs30,000 for an hour today. You realise that people who go into ICU do not survive. They are the ... view
