  • 25 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, aware that the Penal Code provides for the sentence of death as a form of punishment that may be imposed by a court of law; further aware that the Constitution upholds the sanctity of life; this House grants leave to introduce a Bill for an Act of Parliament entitled the "Penal Code (Amendment) Bill" to amend Sections 25, 40(3), 204, 296(2) in order to abolish the death sentence. Mr. Temporary Deputy Speaker, Sir, death is not a form of punishment. Dead people do not learn. Once somebody ... view
  • 25 Jul 2007 in National Assembly: If you look at our Penal Code regarding the legal implications on crimes for which one can face the death penalty, you will find that several of the crimes that bear the death sentence are actually interlinked. That is why repealing or amending the death penalty has triggered off the enactment of several Acts in the Penal Code as contained in this Motion. They are interlinked. It is very difficult to appeal successfully against such a sentence once it is imposed on you. • 10 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute on this debate. Mr. Temporary Deputy Speaker, Sir, security is the absence of insecurity, while insecurity is the absence of security. If you want one, you must remove the other. Therefore, if the Minister focuses on removing one of them, the rest will take care of themselves. It is paramount that if we have to develop, we must have security. No development can thrive in an insecure area. Above all, this Government must provide security in this country. Mr. Temporary Deputy Speaker, Sir, employing more police ... view
  • 28 Jun 2007 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir. Let me just add my voice to a few things that I would like the Minister to take note of. I am a strong supporter of the East African Community (EAC). Therefore, I would like the hon. Minister to look into the taxation as far as the members of the partner states are concerned. The time has come when we should look at all members of the EAC as members of one family. Therefore, there should be no tax regimes that favour Kenyans, as opposed to citizens from other member countries. This, actually, ... view
