  • 16 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, what is the directive from the Chair on the matter? Could the Head of the Government come and assist? He is the Leader of Government Business and the Government is not doing any business! view
  • 16 May 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am not aware when the answer to the Question will be given. view
  • 26 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is a good Bill. I must admit that the Political Parties Bill is long overdue. It ought to have come a long time ago. Because of the absence of a political parties legislation, which should provide for their funding, we are getting all these foreigners masquerading as helping political parties. If we have such an Act in place, we will not have such people. They will pack and go. Their stay in the country has been messing political parties instead of helping them. I want to congratulate the Minister for Justice and Constitutional Affairs ... view
  • 26 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have not heard any hon. Member quoting the clauses I have quoted. view
  • 26 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Clause 8 states that:- "Any person who suppresses or attempts to suppress any lawful political activity---" So, when the Commissioner of Police attempts to suppress us, is he guilty of any offence? To whom is this issue left? This should be specified for the benefit of political parties and then we would know who suppresses a political party and in what manner. Mr. Temporary Deputy Speaker, Sir, let me take you quickly to Clause 15(a), which says that:- "A political party shall be qualified to be fully registered if it has:- (a) first been provisionally ... view

  • 18 Apr 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. My bone of contention is that the disparity is so big. Out of over 190,000 students, only 60,000 will make it to public universities. That is as per the estimates that the Assistant Minister has given us. What immediate measures do you have to admit those students, apart from the future plans? view
  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you very much for giving me this chance. I will also start by thanking Prof. Ojiambo for this timely Bill. I will start by giving an old adage which says: "One man's food is another man's poison." Sometimes, we do not just eat to fill the bag. This type of Bill should be modelled in the line of USA food and drug administration. My friend knows what I mean. We should have knowledge of the calorific value of any food that we eat. We have just been eating a lot of junk food. It ... view
  • 11 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, since the Government says it is aware that uncertified seeds were supplied to farmers and, as a result, farmers incurred huge losses, what is it doing to compensate them? view
  • 11 Apr 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. Mr. Temporary Deputy Speaker, Sir, first of all, I would like to thank the hon. Members of our august House who attended this Joint Parliamentary Assembly in Barbados. However, this Joint Parliamentary Assembly should not be used merely as a chance of touring other countries. When we go out of the country, we get exposed and learn a lot. 574 PARLIAMENTARY DEBATES April 11, 2007 A report on such exposition should be brought back here, so that we learn something from them. Let ... view
