(a) when the Ministry will start utilizing the completed surgical theatre and a ward at Marimanti District Hospital; and, (b) what plans the Ministry has to equip the hospital to avoid frequent referrals to hospitals in the neighbouring districts. view
  • 25 Mar 2010 in National Assembly: Thank you Mr. Speaker, Sir. The press has always claimed that we muzzle it whenever we try to register or to legislate any law that governs their conduct. Fortunately, some of us have been on their defence to have that democracy. This means that the democracy has been extended too much and they have written too much. Maybe, in your ruling, it is also necessary that their behaviour not only in the picture taking, is also chequered within our precincts here. In fact, they are likely to talk or even to turn to their own colleagues to start taking photographs ... view
  • 4 Oct 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that Kshs107,984,011.65 and Kshs211,138,931 for bonus payment to Kapkatet and Tegat tea factories respectively was released to the farmers in 2003. A total of Kshs44 million for Kapkatet Tea Factory, which had erroneously been credited to Kiru Tea Factory in 2000, was paid back in 2003. In the meantime, Kshs34 million which had been paid to Munuru Tea Factory farmers by the Tegat Tea Factory as a result of 1,974,552 kilograms of green leaf tea which was diverted to the latter, was reimbursed in January, 2004. • 4 Oct 2007 in National Assembly: Mr. Speaker, Sir, when the error was discovered, the money was paid back with an interest of Kshs14,914,998. This was a very good interest rate of 30 per cent. view
  • 26 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am not aware that sugar-cane farmers in Muhoroni constituency have been using money through bribery to sugar-cane loaders. (b) In view of the answer in "a" above, part "b" does not arise. view
  • 26 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I thank the hon. Member for being very honest and candid about the matter. There is no way we would know if these matters were not brought to our attention. However, I am aware that there are a few mechanical loaders in the whole zone. The poor road infrastructure makes it more difficult for the few loaders to reach the farms to support the cane-loading activities. A grant of Kshs104 million has been approved by the Kenya Sugar Board (KSB) for procuring road maintenance and equipment. It is being prepared for disbursement. view
  • 26 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I agree that in some factories the cane crushing capacity is lower than the production. However, it depends on the individual factories. For example, in Muhoroni, we have a programme. As I said, a sum of Kshs104 million has been set aside to cater for that. There will be some four barazas organised by the Muhoroni Sugar Company to sensitise the farmers on the arising transport and loading costs and on how to resist those kinds of practices that are going on as confirmed by the area MP. view
  • 26 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is not right for the hon. Member to allege that I am tired! I am not tired! However, the truth of the matter is that it all depends on the individual factories. It is usually an arrangement between the loaders and the management of the sugar September 26, 2007 PARLIAMENTARY DEBATES 4175 factories. view
  • 26 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, that guarantee is assured. I would advise the hon. Member to advise his people not to get involved in this kind of malpractices; it is total corruption and I think he is aware of it. Mr. Deputy Speaker, Sir, as the area MP, he should advise his people not to corrupt these loaders. view
