  • 22 Mar 2018 in National Assembly: Therefore, while looking at this Report, we must allow for fair administration of justice, which is provided for in Article 47 of the Constitution and the statute that we passed in this House, to allow for those processes to take place. An opinion I have held since the last Parliament, having been a Member of the same Committee, is that the NHIF, which receives a lot of money from us on a statutory basis, should have the referral hospitals at its ambit, if we are not going to go in the direction proposed by Hon. (Dr.) Nyikal; that, we give ... view
  • 22 Mar 2018 in National Assembly: assessment tests. There are external examiners - both local and international - who year-in year- out look at our grading system and the ranking of our universities. Kenyan universities score highly within the global ranking system. view
  • 22 Mar 2018 in National Assembly: As we look at this Report, which I support, let us bear in mind the effort that the Committee has put in this inquiry and note the record short time it has taken to table its Report. We must commend and support it. We should look for a holistic way of supporting KNH not only to make it a model hospital for Kenya, but also a model hospital for Africa and, indeed, the world. • 21 Mar 2018 in National Assembly: Yes. I thank you, Hon. Speaker. I do not want to interrupt the Chair, Hon. Kisang, but I have noticed a trend from the last House with the Clerk’s Office. You were very clear when I wrote a letter to you, which you acknowledged in plenary. view
  • 21 Mar 2018 in National Assembly: You were very clear when I wrote a letter to your office for your attention about this particular Bill. I followed that letter by instructions to the Clerk’s Office to say that you go before the Committee. I went before that Committee. I followed your directive as you ably gave from the Chair and I am disheartened from yesterday. I really wanted to catch your eye but I was not able to. The Committee has gone ahead to prepare a Report and negate, in line with Standing Order 216, that all Members and, indeed, all the representations have to follow. ... view
  • 21 Mar 2018 in National Assembly: have gone ahead and come up with a report negating the concerns I had which we would have dealt with and would not have had to come before plenary. I remain guided. view
  • 21 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Indeed, this was a very interesting discourse and I have enjoyed listening to other Members speak. So, I thank you for your wise guidance. I think for housekeeping, I just wanted to know how much time I have. This is because the Speaker had given a certain directive? view
